Administrative Divisions

The first administrative tier comprises four federal provinces and the Valzburg Capital Territory, with twelve cities below the provincial tier. The Silver Ridge Ecological Special District and Warm Bay Islands Special District are federally administered, with special powers over conservation, indigenous culture, island autonomy and free-port policies. These functional districts overlap existing territories; their populations and areas remain included in regional totals to avoid double counting.
